Huntington Park, CA - Major John Noguez proposes during the September 7, 2004 council
meeting to limit campaign contributions of future candidates for City Council.

Most immediately affected by the new resolution are incumbents Ed Escareno and Ric
Loya who's council terms expire in March of 2005, as well as the slew of challengers for
the two council seats.

John Noguez' "family" alone gave a combined total of approximately $50,000 dollars in
"In-Kind" contributions to the slate that included John Noguez, Mario Gomez and Ofelia
Hernandez for the March 2003 municipal election period.

A highly unprecedented amount of over $129,000 in donations and 'In-Kind" contributions
was raised by the slate. Noguez has stated publicly that the owners of Tacos Mexico and
Leonardo's Restaurant on Alameda are his "family".
