Is Mayor John Noguez A Liar and Hypocrite With his New Ordinance
Limiting Campaign Contributions?  

He's the first to break the spirit and intent of the new ordinance in a brazen disregard for integrity
and public trust. Rosario Marin supported him in his 2003 election campaign while she was US
Treasurer.

Huntington Park, Ca - In September '04, mayor John Noguez introduced a campaign
limits proposal during a city council meeting.

A local newspaper reported in October of '04 “
Noguez, who proposed the campaign
contribution limit, said the aim is to prevent a company or group from trying to
influence a candidate or an election with large donation
”.

A brazen disregard for integrity and public trust
From the time the new ordinance was introduced in September to January '05, when
Noguez's measure was voted in as a new city ordinance, Noguez seemed to speak from
both sides of his mouth.

Publicly he states his concern to "prevent" influence of candidates with campaign funds.
Privately, Noguez was taking contributions and making contributions, flagrantly skirting
the spirit and intent of his own proposed ordinance.

Public records obtained by WatchOurCity.com indicate that as the mayor was busy
making public proclamations about limiting campaign contributions to $1,000 per
individual donor, privately, he took a $5,000 "Monetary Contribution" on 11-16-04 from
a single individual, one Nassar Haverim at 764 Stanford Avenue in Los Angeles. Now,
what kind of business or interest does this individual have to be compelled to give his hard
earned cash to John Noguez?

Publicly mayor Noguez says one thing. Privately he does just the opposite as evidence by
public records.

If the mayor plays with the voters' trust in this manner, what else has he been deceitful  
about? WatchOurCity.com has documented his questionable record for all to see.

The latest campaign contribution statements (Form 460) filed with the city clerk's office,
also shows that Noguez paid $3,000 to "Colby Poster Printing", presumably for campaign
posters. Yet he is not running for reelection.

So who was the $3,000 meant for? Which candidate is the mayor "trying to influence
with a large donation"?

Coincidentally, council candidate
Elba Guerrero, who is enthusiastically supported by the
mayor, does not report any expenditures for campaign signs, yet huge 4x8 signs and lawn
signs are scattered throughout the city, some bearing her name, others bearing both her
name and incumbent councilman Ric Loya's, who is up for reelection.

Ric Loya states that he did not authorize the mayor's use of his name on posters and lawn
signs, but that he does not object to the free advertisement.

The voters should be outraged by the deceit, lies and hypocrisy of mayor John Noguez.
