Huntington Park, CA - Leal also presented a $3,000/month lobby contract to this city's
council for approval, a potential conflict of interest since Leal is also the City Attorney.
Council voted in favor.

In 1999, the
Los Angeles Times reported on Francisco Leal's questionable political
influence on local elected  officials with help from Sacramento politicians.

Leal also seems to neglect to report campaign contributions to the state of California as
required.

His attorney contract in Huntington Park is worth $300,000 a year.

Reportedly Leal is currently one of Lynwood School District's attorneys. He is also a
lobbyist for neighboring cities of Maywood and Cudahy.

Evidently, the Southeast L.A. County cities and some school districts are huge cash cows
for the Harvard law graduate Francisco Leal.

He seems to have a knack for being selected in close door sessions without competitive
bids by elected officials who seem to exhibit no shame in their actions, public interest be
damned.

Seemingly, a Harvard law degree is licence to plunder, not help, the coffers of local
budget-strapped cities.
