The Times stated that Wong has no "political entanglements", this in reference to Wong's opponent, Noguez, who is deeply entangled with Bell's corrupt officials, having given millions of dollars to George Cole in rigged contracts for bus transportation services and redevelopment affordable housing contracts. WatchOurCity.com also endorses John Wong for L.A. County Assessor. John Wong's opponent, John Noguez, is mayor of Huntington Park, a city adjacent to Bell. Several municipal management experts have labeled the entire southeast cities as bastions of corruption. Imagine the Assessor's office being run by a man with only a high school diploma, no college degree, who lied about having one, lied about being a financial expert, who has never managed a business unit, nor has supervised even one employee, and whose fool-hardy political games have ruined the finances of one city, leading it on a path to insolvency, who all of a sudden is running a one trillion dollar tax roll, the largest on American soil, and will manage a staff of 1,600. A man whose political portfolio includes intimate "political entanglements" with Bell's corrupt and indicted officials, whose awarded rigged million dollar contracts to Bell's former mayor George Cole, and whose past two campaign managers have been both convicted of crimes. That man is John Noguez. Noguez's fiscal responsibility in Huntington Park has been anything but constrained. Under Noguez, the city of Huntington Park has the distinction of having the highest payed city attorney in the entire state of California. Francisco Leal, was hired by Noguez's slate of fellow council members in closed door session in December 2003. Leal donated thousands of dollars to the Noguez team. In fiscal year 2009-2010, the city clerk reports that city attorney Francisco Leal has been paid over $700,000. By contrast, L.A. City attorney Carmen Trutanich makes around $300,000 per year and manages a staff of 1,200. Mr. Wong is the best candidate for L.A. County Assessor. He has a degree. Ran a successful business, hired staff, and has for the past 15 years been Chairman of the L.A. County Assessment Board. Noguez on the other hand has been a long-time civil service employee of the Assessor's office. Despite touting his longevity and experience in the assessor's office, was not able to be promoted to Deputy Assessor in all those years precisely due to his lack of a college degree. The lack of a college degree has kept him from promotion and the added professional responsibility of managing others. Again, the lack of a college degree has disqualified Noguez from managing even one county employee. If the Assessor's own promotion rules kept Noguez from being promoted to Deputy Assessor, what would possibly qualify Noguez to take chief Assessor's seat? There are Senior Deputy Assessors with PhD's who will be told what to do by a college dropout who has financially failed his city, and has participated in outright corruption practices in the city of Huntington Park. Currently, the D.A. has opened a preliminary investigation into Noguez's false name issue. Noguez was born Reynaldo Rodriguez, and has never changed his name legally in a court of law to John Noguez. Noguez has deep political ties to the Bell corruption scandal, has lied and deceived voters about who he really is and about his academic credentials. In Huntington Park the bar is quite low for entry into city council. Along with not having a degree, not having a job also qualifies one for a city council seat. Noguez's slate includes Mario Gomez and Ofelia Hernandez, neither have been gainfully employed for decades, let alone have a college degree. A third councilman was appointed by Noguez when the 2009 elections were cancelled due to a lack of candidates. This appointee also does not work. All assure that Noguez's public policy proclivities have a high rate of passage. The Assessor's office should have a higher standard for qualifications. Evidently, according to Supervisors Don Knabe, Gloria Molina, Zev Yaroslavski and Mark Ridley-Thomas, the Assesor's office has the same low bar as Huntington Park and the rest of the corrupt southeast cities of Bell, Maywood, Cudahy and Vernon. |
