City Attorney Francisco Leal Presented For Council Approval A Seemingly
No-Bid Contract For His Lobbying Firm

Huntington Park- During city council meeting on 9-07-04 City Attorney Francisco Leal
presented for council to "Approve Agreement for Lobbying Services by and between the
City of Huntington Park and Legislative Advocacy Group, Inc", a firm owned by Leal.

Council members approved the seemingly no-bid contract for Lobbying services with
Leal's lobbying firm. The contract amount was not listed on the meeting agenda.

Leal's lobbying firm currently has a "$60,000 contract with the City of Commerce to
provide lobbying services for the city on card club and gaming issues" (Wave Newspapers
9-8-04).

Councilman Ric Loya was opposed to the City Attorney contract (also no-bid) and a
Noguez initiative for a card club at Leonardo's night Club. Leal was a campaign donor to
Noguez and Hernandez.
