City Council Votes 4 to 1 to Pursue Card Club at Leonardo's Restaurant, a
Campaign Contributor

Huntington Park- Mayor John Noguez, Council Members Ed Escareno, Mario Gomez and
Ofelia Hernandez voted on June 21, 2004 to hire Tigran S. Marcarian to set up a card club
in the city at Leonardo's Night Club even though the State has reportedly stopped issuing
card club permits.

There is also a state-wide moratorium on card clubs currently in effect. Leonardo's was a
major campaign contributor to Noguez,  and Hernandez. Mayor Noguez has publicly stated
that the owners of Leonardo's are his relatives.

The owners of Leonardo's Restaurant made a monetary campaign contribution of $2,000
on 1-21-03 to Ofelia Hernandez, and donated $5,000 in non-monetary contribution to John
Noguez on 3-4-03, the day of elections, for hall event and food. On 2-16-01 Leonardo's
donated $1,500 to council member Ed Escareno's campaign.

Ric Loya cast the dissenting vote. The last Card Club operator was convicted and fined.
