City hall sources indicate that Elba Romo knowingly entered polling places and was talking to voters in line ready to cast their votes. State election code prohibits this. She is the current city clerk. She should know better. Election results are inconclusive since about 130 provisional ballots are yet to be counted, according to the city clerk's office.
